As Gov. Ryan got a long-awaited report on fixing the state'scapital punishment system Monday, the two candidates vying to replacehim vowed to keep a moratorium on executions in place until majorchanges are enacted--though they were shy about saying what theyshould be.
A 14-member bipartisan commission recommended 85 reforms,including videotaping interrogations of suspects; creating astatewide board to review local prosecutors' decisions to seek thedeath penalty; and cutting the number of factors that qualify a crimefor the death penalty from 20 to five.
The panel's narrow vote to abolish the death penalty was notincluded in the voluminous report. Panel members said …
